Moscow-Quota for 2008 Employment Permits and Work Permits Reached 

Effective May 26, 2008, Moscow reached its 2008 quota for the number of Employment Permits and Work Permits that could be issued for employment in its region. The Federal Migration Service (FMS) of Russia advised that it will no longer accept initial Employment Permit and initial Work Permit applications for Moscow for nationals of countries whose citizens require visas to enter Russia.  They will however adjudicate the applications that were received prior to the quota being reached.

Additional applications are also subject to the quota and will no longer be accepted by the Federal Migration Service.  These include the following:

• Employment and Work Permit renewal applications for current Work Permit holders
• Employment and Work Permit applications from companies that submitted a Declaration of Need in 2007 for their employee expectations for 2008.
